Office of the Chief Personnel Officer
The Personnel Department is inviting applications from suitably qualified persons to fill the following position on contract for a period of two (2) years. Salary and other terms will be negotiated with the Chief Personnel Officer.

CORE FUNCTIONS
The Job requires the incumbent as a member of a team, to examine and provide advice on requests from Ministries, Departments and other government agencies for the terms and conditions to be applicable to persons employed on contract. The duties also include reviewing and developing policies, procedures and guidelines relating to the administration of contract employment and providing advice and guidance on matters related thereto.
DUTIES AND RESPONSIBILITIES
- Examines, analyses and evaluates compensation survey data in respect of jobs in the public and private sector.
- Determines appropriate salaries and other compensation benefits of persons employed on contract.
- Establishes internal and external equity in respect of compensation benefits of persons employed on contract.
- Reviews and develops new/revised compensation and benefits policies, procedures and guidelines to ensure efficient and effective management and/or administration of contract employment.
- Evaluates reports and other submissions made on issues related to the administration of contract employment.
- Provides to Ministries, Departments and other government agencies, advice and guiadance on the policy, procedures and guidelines relating to contract employment.
- Ensures the maintenance of an appropriate database in respect of pay and compensation benefits for jobs in the public and private sector.
- Develops and maintains a model for the analysis and evaluation of compensation data.
- Contributes to the creation for dissemination, documents (notes, letters, memoranda, reports, briefs and circulars) on matters related to the management of contracts.
- Undertakes such other related assignments as directed by the Chief Personnel Officer.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the principles and practices of human resource management, including compensation and benefits management.
- Knowledge of Government policies and procedures as they relate to human resource management.
- Knowledge of research methodology.
- Some knowledge of the Public Service and its related laws, rules and regulations.
- Some knowledge of industrial relations principles and practices.
- Sound research and analytical skills.
- Sound communications (oral and written) and human relations skills.
- Ability to exercise diplomacy and maintain confidentiality in the performance of duties.
- Ability to meet critical deadlines.
- Proficient in the use of Microsoft Office and other software related to job junction.
MINIMUM EXPERIENCE AND TRAINING
- Experience, in the field of human resource management, including compensation and benefits amangement.
- A recognized Degree in a Social Science or related discipline, with courses in human resource management including compensation management.
