ONE (1) POSITION OF
INFORMATION & COMMUNICATION TECHNOLOGY SPECIALIST
FOR A PERIOD OF ONE (1) YEAR (IN THE FIRST INSTANCE)
The Government of the Republic of Trinidad and Tobago (GORTT) has embarked upon a Citizen Security Programme partially financed through a loan facility by the InterAmerican Development Bank (IDB) to reduce levels of crime and violence in Trinidad and Tobago. The objective of the programme is to reduce crime and violence in 22 pilot communities through the financing of preventive interventions that would address the most proximal and modifiable risk factors.
The programme activities have been organized into three (3) main components: (1) Community Action: (2) Assistance of the Trinidad & Tobago Police Service (TTPS) Policing for People Initiative; (3) Institutional Strengthening of the Ministry of National Security;
The Ministry of National Security (MNS) is inviting applications from suitably qualified candidate to fill the positions advertised above in the Programme Implementation Unit (PIU), which will execute and administer the Citizen Security Programme (CSP). All candidates will be offered employment on a contractual basis for one (1) year in the first instance.
INFORMATION & COMMUNICATION TECHNOLOGY SPECIALIST
JOB SUMMARY
Reporting to the Programme Coordinator, CSP the Information & Communication Specialist will coordinate, facilitate and supervise Programme activities related to Information and Communication Technology (ICT) and support the work of the PIU.
KEY DUTIES & RESPONSIBILITIES:
Established the Programme’s activities related to information & communication technologies (ICT)
- Review and, if necessary, adjust the database and software tools to undertake the analysis process of the Crime Data Information System
- Maintenance of the PIU’s website and development of the Intranet.
- Establish and maintain the PIU computers network, Assist the PIU Administrative & Procurement Specialist in the preparation of technical specifications and bidding document for the PIU computer, software and network hardware. Participate in the Selection Committee for the review of technical and financial proposals regarding ICT. Ensure the installation and connection of the PIU network. Administer the network and ensure its optimum maintenance.
- Preparation of quarterly work-plans
- Execute other tasks of an ICT nature as required to ensure the efficient execution of the activities of the PIU.
QUALIFICATIONS & EXPERIENCE
- A degree in Information Systems or related field with at least 5 years of professional experience
- Knowledge of Linux and Windows operating systems
- Understanding of the United Modeling Language approach to systems needs analysis, design and construction
- Experience in the development/maintenance of web-based applications
- Understanding of system administration
- Strong understanding of database design
- Experience in managing ICT projects
- Familiarity with IDB programs (or other internationally funded programs) and knowledge of IDB project execution procedures
- Excellent command of MS-Office Suite and computerized accounting programs
- Strong communication skills, report writing skills and demonstrated analytical ability
- Strong leadership skills and the ability to work in a team environment
